This requirement is being solicited as a commercial item acquisition in accordance with FAR Part 12.  It is anticipated that a single award, labor hour, requirements type contract will be established as a result of the solicitation.  The contract will consist of a sixty month ordering period with an additional six month optional ordering period pursuant to FAR 52.217-8.  The NAICS code for this acquisition is 561612, Security Guard and Patrol Services.  The size standard is $18.5 Million.  As an integral component of the FPS security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reposts and files necessary to accomplish the requirement.   The RFP shall require the submission of a technical proposal as well as a price proposal. All proposals received from industry will be evaluated using Best Value/ Trade-Off procedures.

US Marine Corps (USMC) - II Marine Expeditionary Force (Forward) has a recurring requirement for security services within Afghanistan. The magnitude of this project is between $1 Million and $6 Million. The Joint Contracting Command-Iraq/Afghanistan (JCC-I/A), on behalf of the United States Forces - Iraq (USF-I), Joint Fires & Effects Cell (JFEC) intends to issue an award, on a sole source basis, to SOS International Ltd (SOSi), Reston, VA for a requirement to provide for the management and provision of Iraqi Advisor Task Force (IQATF) technical support services to USF-i/JFEC throughout the Iraqi Theater of Operations (ITO).
